Example of Winter Averaging Calculations:

Residential wastewater rate is calculated based on billed water usage during the months of winter averaging, which is November, January, and February.  This water usage is shown on billing statements during the months of December, February, and March. New rates are calculated and appear on the April billing statement each year. New customers that do not have a winter average will be charged the City-wide residential wastewater average usage of 9,400 gallons.
